        No, the audio rate has nothing to do with the problem - mplex doesn't
        care if you're using a low rate for the audio.

        Depending on the mplex command you used (which I didn't see 
        mentioned in the mail item) the default bitrate that mplex is using
        is too low.  Try using the '-r' option to mplex to increase the
        bitrate.  I'd try "-r 2000" first and then gradually increase that
        until the errors go away.


        If you're creating a VCD then the average bitrate of the video is
        much too high (VCDs have a max bitrate of around 1150 Kb/s).
