What do you mean with that ? You have videos that have GOPs longer than 15, and need to fix these videos ? The MJPEGTools are not especially capable of reconstructing broken media - maybe mplayer can help, outputting YUV4MPEG stream format to re-encode with mpeg2enc afterwards ?
