There is my Python library for frame-accurate MPEG-2 editing.

However, it won't help (directly) with long GOPs.  I guess it would be
simple enough to modify my program "gop_fixup" to print frame numbers
of any GOPs longer than 15 frames, then use my Python library to split
those GOPs.
