Matt.... Sounds like your motor or the wheel that actually pushes the air might be bad. I had taken out my motor last to grease it after it started wailing...I found that the motor/wheel unit was one piece and that I could not seperate the two in order to lubricate it. All I could do was oil the shaft that passes throught the wheel. I removed the end-cap and sprayed lube on it. This lasted for a few weekes then when back to the loud wailing. It still does it but I just turn up the radio, or bang on the package tray under the glove box. It was a pain to remove the motor/wheel housing and required that I undo the screw that hold on that side of the dashboard. I am willing to bet that a new motor might be in store for both of us if that ends up being the problem.

It's definately not the belt squeal associated with loose/wet/worn belts that happens when the A/C or defrost is on, I'm sure of that. I'm not real familiar with climate control stuff and I know I shouldnt be bitching when I live in So Cal where the coldest it gets is about 45, but I'd still like things to work correctly.
