Kinda reminds me of that Vascar bullshit where they time you between two 
points.  The one thing they didn't figure is the margin for human error.  
Basically(at least this is the way they do it in Md), a cop sits somewhere 
that he can see two easily destinguishable landmarks, and times you between 
the points.  Now, if you are lucky enough to see the guy, you can totally 
screw up the system by stopping on the side of the road.  I got nabbed by 
this load of crap, and took it to court and explained the human error factor, 
and won.  There was a great website about it somewhere...
