It is switched out of the circuit until the engine warms up enough for it to function properly. I've heard of people getting these symptoms after an injector O-ring replacement, due to their use of Silicone spray as a lube to make the injectors pop in easier. Silicone will foul your O2 sensor, even in small amounts... DON'T USE IT!
