Not weird at all. The guy leaving the scene had a "hidden agenda", most likely DUI (alcohol, drugs, or both), had a suspended DL, or knew he had a warrant(s). The penalties for DUI are so severe here in CA, especially for repeat offenders, that a lot more people are fleeing the scenes of accidents, and running from the cops when being pulled over.
