Unfortunately I know that the state is putting the final touches on a
program that tracks down people who try to fool the system by overpaying
then not cashing the refund check. In the past it was true that the case
would never be closed until that check cleared. Now they're tracking back to
when the check was issued and if you haven't cashed it in a reasonable
amount of time, they slam your record anyway. Another way to beat the system
that's fallen by the wayside :-(.
