That little screw wouldn't hold up to the force needed to hold the wheel in place with the brakes anyway. You can put a couple, or all 4 lug bolts back in and then apply the brakes while trying to loosen the CV/axle bolt. I usually break that bolt loose while the car is still on the ground. You don't want to loosen it completely while the bearing is supporting the weight of the car, but breaking it loose should be considerably easier that way.
