Here in San Diego, on average:

87 - $1.99
89 - $2.09
92 - $2.19

I think people just have to assume gas prices will keep going up,
and deal with it.  This means realizing you don't need a Ford
Expedition with a 14mpg V8 in order to buy groceries and pick
the kids up from school.  No energy price caps or federal energy
policy is going to provide a magical solution.  People have to
change their daily habits and buying preferences, and the market
will follow.
