I had a similar problem with my wiper switch. Cleaning the contacts inside 
with some contact cleaner helped for a while -- for about a year. Now it's 
back to its old ways again... maybe I'll just bite the bullet and replace it.

To determine if the switch is indeed the problem, try unplugging it, and 
bridging the appropriate terminals on the connector (look up the numbers/wire 
colors in the Bentley) with a piece of wire. If everything works using wire, 
but not using the switch, then the switch is obviously the culprit.

Also, I've seen at least one instance (on an 87 Golf) where the rear wiper 
itself was mechanically jammed. Replacing some sort of ring or bearing on the 
spindle cured that one...
