If you don't have an exhaust yet.... Get headwork done.
Port the intake and exhaust ports, 5 angle valve job (3 on the head and 2 on
the valve) and shave the head to raise your compression.
It will probably cost as much as cams but you can take your car from 123hp
to 150hp while cams may only give you 10-20hp.  I know some guys running
ported, valve jobs, and shaved 1.8l 16V heads on 2l bottom ends pushing
175hp.  Thats a big gain from 135hp.
If you want real bang for the buck make a fuel enrichment module if you have
CIS-E.

After that if you still want more power get some cams or at least a euro
intake cam.
Don't forget about a bigger/fatter downpipe and hi-flow cat.
