As the driver of a small bumper car, I have to disagree w/this. I have
just as much trouble as big bumper drivers in the rain w/my PS.

I run one on both of my cars. The big bumper cars really do need them, as
there really isn't anything there to stop water from splashing on the belts.
The small-bumper cars, however, have the lower valence(between the fenders,
below the bumpers), that does pretty much the same thing. So far as it
being
a recall, or a free dealer install, I wouldn't count on it.
