HID lights require the ballast to be "charged" before they turn on (kinda
like a flourescent light- yanno how they "flicker" for a second?);
therefore, manufacturers usually use them only in low beams.

otherwise, the ability to flash your highs quickly (which in europe is a
signal for a slower driver in front of you to move to the right) would be
lost.
