Thanks guys, 
 After 3 hours of readjusting a big c clamp around pulley,spraying with 
losener, tapping on the center, and trying to tighten and losen IT FINALLY 
BROKE FREE. 
I wasnt sure what would break first, the tools, my arms, or the bolt.
