Here is what I would do.  Take the bumper off.  Secure bumper to sawhorses
or something so that it is facing up.  Drill 3/8 in hole somewhere within
the area to be removed.  Use a coping saw to remove most of the material
staying at least 1/8 in from the edge of the hole.  Finish up the edge of
the hole with a dremel tool and grinding wheel attachment.  You may also be
able to use the dremel tool with a cutting tip to remove most of the
material also if a coping saw is not available.  A circular cutting tool
could work if you cut from the inside the bumber in the fog light recesses.
The only thing to be concerned with is using too high a speed on the dremel
tool melting the plastic and bogging out whatever tool fitting you are using
with plastic goo.
