Brian, It could also be an ignition issue. When I got my 87 gti a few years back it often wouldn't rev over around 4700 rpm. I swapped out the ignition module (after a lot of wrong paths) and that fixed it. See if you can borrow one from another car or you can get a new non-OEM one for around $30.
