You are almost there. Raise your car on a jack and as the rear axle moves down, the shock should pull down from the top mount. You should be able to remove the bottom shock bolt and remove the entire assembly from the car now. The second nut is removed after the shock and spring are removed from the car. It is easily accessed at this point. The second nut holds down the upper spring seat and spring.

I've replaced the front struts and springs on my jetta.  It was getting
late so I'll save the rear shocks for another day.  I thought I would be
able to quickly remove them, but I was only able to remove one of the 2
nuts that are at the top of each shock.  There isn't enough room to get a
wrench down on the 2nd one.  Any tips?
