I had my downpipe flange go on me a few years back.
 After messing with 2 piece universal units I ended up
going to the Midas Muffler across from my work.  He
took a one piece flange, cut it with a torch, slipped
it in place and then rewelded it.  Cost around $30
total and has worked ever since.
