Here in Peru we have the world´s most expensive fuel. Its about 3.5 per
gallon for 95 octane fuel. About speed limits...there are none. People
drive as fast as their vehicles let them but you have to be careful
cause most people drive really bad and public transportation drives even
worst.

The lower the better, but you made need a higher 5th. Just as important
is 
throttle position. Never put your right foot on the floor on either
pedal 
(i.e. don't brake if you don't have to, never accelerate quickly, make
only 
gentle changes to throttle position keeping it constant if you can). How

fast is do most people drive (in Peru?)?

Or do what I do: leave your 16v in the garage and ride a bicycle. You
will 
have to drink and eat a bit more, but your car will drink nothing.
