That is correct, you'll also need the two buckle receptacles that go down by
the e-brake handle. On the set I installed, the drivers side had an
electrical lead for the seat belt light. I wired this back in by pulling
back through the door and under the carpet the two brown wires from the
drivers side upper buckle. This requires the belt to be fastened for the car
to start, a nice safety/anti-theft measure.

Did this on my old jetta. The first thing you need to
do is check behind your B pillar to see what
arrangement the factory gave you, fixed B pillar mount
or sliding.
Once you've done that, you'll need to go to a junkyard
and scavenge the necessary B pillar trim peices,
bolts, washers plugs for the holes left by the passive
restraint bits, etc.
Then order a pair of new seatbelts and two new door
gaskets.
Then unbolt everything, wire the two brown wires
together on the drivers side upper buckle (from the
passive restraint) then install everything.
