Is the tank really at 1/4 full or does the fuel gauge indicate 1/4? I just
replaced one in a 92 GTI which read almost empty on the gauge, and it had
about 1/2 inch of gas in the tank directly below the pump. Maybe you could
use this as a comparison to tell how accurate the fuel gauge is (or is not).
The transfer pump is on a spring loaded mount, which presses down against
the bottom of the tank, it should pickup fuel almost to the empty point of
the tank. Maybe you could confirm that the float arm swings freely through
the entire range of movement also, and isn't getting stuck at the 1/4
location somehow.

My DD, a 92 Jetta GL dies out when the tank gets down to 1/4. Is this the
t-pump? I tried an old one that was from my 87 16V, but no help.
Any other potential causes?
