This has been a problem on a couple of other VWs I've owned. It becomes evident after the first major downpour. Look in the tray inderneath the windshield where the fresh air inlets and the windshield wiper mechanisms are located. There should be some drains attached to rubber hoses leading water to the lower parts of the car. It does not take much debris to clog these drains. If they are not functional, then water collects in the tray until water levels are high enough to enter the fresh air inlet. At this point, water flows into the passenger compartment and usually in the passenger footwell.
