Most likely you're hearing the miserable waterpump "idler" pulley -
the water pump pulley on the 16v cars is a two-piece affair with a
piece of plastic (or emery cloth) between the two pulleys.  As they
insulation wears, the two pulleys make a horrible racket.  The best
fix is to eliminate the two pulley system (although I can't remember
the part numbers).
