Firing order is indeed 1 - 3 - 4 - 2 but unlike in the 8v, the 16 distributor turns in counterclockwise order. So, 1-3-4-2 in counterclockwise.

The Bentley Manual states the firing order is 1-3-4-2. This firing order is pretty much standard for most VW engines (GX, MZ, HT, RD, PL, RV, PF).
