Greg, I got my heater core replaced under recall about a year ago. I have a 91 GTI 16V. I had to take a print out of the recall to the dealer and also had to call VW and open a case until the dealer agreed to replace it. But apparently the decision is up to the dealer and VWoA can only 'ask nicely' that they cover this.
I had the same symptoms, coolant smell in the car, leaking coolant into the footwell and steam coming out of the vents. It also coated the inside of all the windows which was a pain to get off.
