I work at a dealership and I've discussed this with our warranty manager.
It can go either way. If the dealership does cover it they will have to
contact VWOA to get approval so they get paid for the work.
If VW won't pay them for the work, you won't have your heater core replaced
under the recall.
I can only urge you to press the issue with letters (not emails) and phone
calls. Even attach printouts of the recall notice.
Even if a defective heatercore wasn't put in your car in assembly, there is
a slight possiblility that one may have used.
Make sure you tell them that you were on the freeway/highway and your
windshiled was covered by fog and you were almost scolded by boiling
coolant.
VW should even cover your towing bill.
If you're patient and persistant you'll probably get what you want.
