I just read an article regarding this issue. The issue was first uncovered
by a small laboratory in Virginia. They were conducting some random testing
unrelated to the EPA. At first they thought there had to have been some
flaw in their testing. They retested the vehicles in question two more
times before they concluded that there was a real problem. They reported
their results to the EPA, who verified the issue. That's when it was made
public, and VW was notified. The EPA has reported that they will now begin
performing random testing on vehicles that they will rent or borrow. I
believe that Bosch is innocent of any wrong doing, since as they stated,
the individual manufacturers utilize their own software. It's ashame that
VW messed with the EPA and as a result has damaged their public image. I
really like TDI's in general, and think diesels are a very viable option
for improving fuel economy and controlling emissions.
