Works for me using mkgmap latest.
lines:
highway=pedestrian & area!=yes {add motorcar=no; add bicycle=no} [0x0a
road_class=0 road_speed=0 resolution 22]
highway=pedestrian & area=yes [0x0a road_class=0 road_speed=0
resolution 22 continue]
(I'm unsure if the action-rules have to be added here and if to use
the "with_actions").
polygons:
highway=pedestrian & area=yes [0x12 resolution 22]
