the gui protocol is now supposed to use uft-8 exclusively.
to comment #20 :
we should try to exclusively use utf-8 for network output, too. in the case
where the network or the client/server we just connected to doesn't support
it, we should try to use it's encoding to get the best possible
compatibility.
