I am actually leaning towards including it and having the image
producers reject animated GIFs regardless of libavcodec version since
they do not properly support them anyway. This means users on older
versions will not be able to load animated GIF as a static,
first-frame GIF, but I think that is OK since it is not what was
expected anyways?
