This kind of modem is called a "WinModem" - because it is INTENDED to work 
only with Windows. There is a project to add support to them in Linux - you 
might want to look at http://www.linmodems.org - but support is still shaky 
because most manufacturers don't want to reveal the way their modems work in 
order to facilitate the development of drivers for them. These modems are 
cheap but completely devoid of support - the disposable cameras of the modem 
world. You could try to go through the website above, and see if it helps you.

External modems, on the other hand, work perfectly - all of them.
