I think that the problem (?) is that:

a) Windows has become even more attractive to the general public, especially 
with the cheap give away prices to students. Basically Lm2.50 or so for XP 
makes it on par with Linux. Students will go on to become the developers, 
administrators, and most importantly - teachers - of the future.

b) No matter what is claimed, Linux does *not* offer the same functionality and 
user friendliness as Windows. Star Office is good, etc. but MS Office is 
undoubtedly better.

If you are the kind of person who uses Latex, etc. then Linux will seem 
attractive but if you are a beginner, Windows or Mac OS still seems a better 
choice.

c) There is a general lack of support for Linux in Malta. More ppl simply are 
more familiar with Windows or Mac OS. Even things like connecting your PC to 
ADSL or your digital camera using Linux sometimes can be a pain - and novice 
users simply won't bother the hassle.

d) As a developer I feel that Linux is extremely good for hosting systems and 
other mission critical software, etc. But on the other hand, for the novice 
user it simply does not cut it. And undoubtedly, there still is a wider range 
of software available for Windows than there is for Linux.
