Over the last year netproject has been working with the European Commission on the issues the public sector will have to address in their migration to Open Source Software. A report on the findings will be published in the next few weeks and will be put up on the netproject web site as a Wiki. The European Commission has issued an Invitation to Tender for consultancy to: 'Encourage Good Practice in the use of Open Source Software (OSS) in Public Administrations'. This is a natural follow on to the work done on the 'Migration to Open Source Software'. A major part of the consultancy is to produce well documented case studies of public sector bodies that have implemented systems based on OSS. To do this netproject needs at least one correspondent in each of the following groups of countries: The correspondents or corresponding organisations must be capable of providing information on the issues related to use of open source software by the public administrations in their respective group of countries, namely: the Iberian peninsula, Italy and Malta the Balkan countries the UK and Ireland, Scandinavia and the Baltic countries France and the BeNeLux Germany, Austria, Czech Republic, Poland, Slovakia Correspondents will be required to produce outline reports on these developments, in English, on a monthly basis. Particularly notable events should be reported on immediately. European Commission also wants to establish a listing of open source e-Government solutions. It is desirable that the correspondents have good contacts in the public sector who would be prepared to provide outline details of any e-Government Open Source Solutions that can be shared with other Government and Public Sector bodies. If netproject is successful in being awarded this contract netproject will pay each correspondent selected a fee of 3,000 euro for the initial contract which will be for a period of 6 months. If the relationship works well and is mutually beneficial then contracts will be extended. It is envisaged by the European Commission that the project will last 26 months. There could also be additional consultancy. A part of the contract is to produce specific papers on issues that the European Commission considers important in the use of Free / Open Source Software. It is proposed that some of this work will be sub-contracted to suitably qualified correspondents. netproject needs to get its correspondents together as quickly as possible. The proposal has to be completed and in the post by 1st Oct, so an early response is essential.
