Theoretically you can split the Internet into a number of subnets that do not communicate with each other. On a small scale, remember when local ISPs had an issue with Melita Cable and they had split the Maltese Internet into two for a day or so?
Naturally this can -- in theory -- be done on a larger scale, even on the entire Internet.
