Copyright is territorial, so a person from Malta who licenses his/her content
under a Maltese CC license could bring someone who violates the license to
court in Malta. Therefore the national (e.g. Maltese) licenses have to be
adapted to the local jurisdiction, in order to be fully valid. Often, the
national licenses have a further advantage as they are in the respective
national language, but this probably not very relevant to Malta.
