However the paper does put a lot of emphasis on cost-cutting. I've always maintained that, while OSS is more about libre than gratis, the financial aspect of it is not to be dismissed. When you're dealing with thousands of licenses it adds up - enough to be an important criterion. It's not necessarily about being able to download a free copy, but - in the case of government - about the fact that there are multiple suppliers, and therefore competition, and therefore reasonable prices.
Raphael, I think this paper makes it particularly important to reestablish contact with MITC - especially since it mentions a willingness to discuss.
