Nah. I don't agree - for two reasons. First and most importantly, because it annoys Richard Stallman.
Second: What about X11? To many people it's as much a part of the operating system as the find utility by GNU. What about KDE? With Linux, the line between operating system and applications is more blurred than with Windows since in Windows you have to pay extra for everything, whereas in Linux you get everything packaged on the same CD.
