Hold ALT while left clicking and dragging window. This may only work in Gnome, not sure.
In my case, the program that turns the wifi on and off seems to be a gnome program. It doesn't seem to appear with icewm, for example.
Try installing wicd and you can add the startup command for that in ~/.xsession (or whatever gets sourced by icewm, it is annoying to figure out sometimes) or just start it manually. You can also run nm-applet manually (or source it as above), which is the gnome wifi manager.
