Hi, here using teksavvy (www.teksavvy.com), but paying about $32 + $8 / month for Dry loop adsl 5Mb and 800 up.
I'm quite happy with this provider. I've seen no blocked ports, i've got at least 1 re-connection per day. For now, there's a 300G/month traffic limit for this price, but i think you'll be a really strong traffic consumer if you have to generate alone more than 300G / month ! You can pay by credit card or any international mastercard. You'll need to have your own ADSL2 router, or rent/buy one @teksavvy if needed (see their site for informations).
