For the dual link, I am using ClearOS to load balance between an ADSL (Acanac) 
and a Cable (TekSavvy) works great. You may also look into PepLink which makes 
load balancer appliances.

For your network, I think you have to first check your network internals. Maybe 
you have a bottleneck in your switch architecture.
