It used to be people would just put up a photo gallery app on a web

I run a drupal setup for displaying (home) videos, with a gallery2 install for photos. Gives me commenting, tagging, etc. Threw the whole thing behind a simple htaccess password so it doesn't get crawled. If you used wordpress for instance you could get this running in about 5 minutes assuming you have hosting somewhere.

You may want to look at UbuntuOne for a dropbox-like system, there is a windows client that works quite well.

I do actually use flickr as a photo dump type place, since it is unlimited storage, and annoys me the least. I will sometimes share images out of there for posting in forums or other places online.
