If that were the case the system could not boot since it would look for
things in /boot and /etc, not /tmp/etc...
The remount command David gave should work, although different distros
may do this differently.
Another easy way to do it is boot from a livecd, then mount your
/dev/sda1 (or whatever partition fstab is on) to /mnt and edit it from
there.
