If you really need a static IP, and the bandwidth (particularly
upstream) it's so not worth doing it in house anymore.  You have
netelligent which can colo your machine for pretty cheap - if you put it
in a 1u form factor.  between electricity and cooling (heat contribution
in the summer) costs, and just one of those internet connections, it's
cost effective to colo, and you benefit from better availability than at
home.  If you're ok with letting go of hardware, Amazon EC2 is even
cheaper imho.
