cloud is such a fashionable buzzword...

what is the difference between a hosted VM somewhere, and a  ¨cloud
instance¨ ?
If I can request instances be brought up at a co-hoster, and they respond
in minutes, is it co-hosting, or cloud?

Is anyone using co-hosting with such a provider already doing ¨cloud¨ ?
