The patch titled
     ipsec: do not let packets pass when ICMP flag is off
has been removed from the -mm tree.  Its filename was
     ipsec-do-not-let-packets-pass-when-icmp-flag-is-off.patch

This patch was dropped because it was merged into mainline or a subsystem tree

if the state ICMP flag is off.
