Hi there Peter, I think that tooltips should be static, and you should find some other way to indicate whatever changes you want to communicate to the user. You've broken the implied "contract" between the interface in the user by changing the tooltips this way. It would be fine if all applications did this, but they don't. As a user, I rarely look at tooltips, but I sometimes look at them early on in my use of a product, when I am unsure what a button does. I never look at them again after that but, if I did, I would not expect them to have changed. They are a bit like the instructions that come with a bit of hardware - you read the bit of paper and then discard it. You don't expect it to change its wording after you've discarded it. I'm not surprised people are confused by this.
