I came across this yesterday which looks interesting, basically jquery
for smartphones:

Then there are a few open source html/css/javascript based frameworks
for cross-platform phone development like this one:

And I believe Anki now have a Google Gears web-based UI which can sync
with your desktop Anki and can be used like any other webapp

So there are a few interesting possibilies for creating a web app that
will work on both iphone and android may or may not work without a
connection :)

I'm in Japan at the moment where data is charged at a flat rate (you
can use it all you like!) so data charges aren't an issue. However, on
the subway the connection cuts out between stations so a fully online
version wouldn't be ideal for use on the train but would be just about
everywhere else. Even though an online app wouldn't be perfect, would
be a lot better than no mobile Mnemosyne at all :)
