Yes, I also came to that same conclusion, and it's already reworked a bit in 2.0. New cards and the initial grading of an imported card *are* already treated in the same way now behind the scenes. The only difference is that that initial grading for imported cards happens the first time you see it during the interactive review. Getting rid of the possibility to give an initial grade to new cards would upset some current users, I guess, as it allows you to signal to Mnemosye that you already memorised the card you just added. This will lessen your review workload.
