No, it's decided by the Qt layout manager. Which also means it looks different on different platforms, and is therefore not easy to change the way you propose in a way that looks good on all platforms, without the window resizing constantly. Are your sure grayed-out buttons are such an issue for newbies? In the 5 years, you're the first to bring it up...
